Abstract: In the expanding e-business market of selling SCORM-based content on-line, the cost of producing e-Learning content must be further optimized. The traditional Analysis Design Develop Implement Evaluation (ADDIE) model is shown in this paper to be inadequate compared to the new Agile Content Development (ACD) based on effort equations formulated for each model and industry statistical content development based on ADDIE and ACD.
